Your observation about people having high scores but low proficiency for speaking is a constant. I think that the TOEFL concentrates too much on comprehension. The Cambridge seems much more balanced, and gives much more space to the learner's personality. As for them being confusing for those of us who grew up speaking native english, you are absolutely right. What is the point of most of these tests? In the case of the TOEFL, isn't it to test potential university students for entry into the american higher education system? For some reason, the powers that be seem to think that a mastery of obscure points of grammar will identify the more promising students... perhaps they are relying on an influx of erudite foreigners to raise the standard of english in the states, who knows? If that is the case they are clearly failing. (My apologies to all the US nationals out there teaching very good english. You make the same rude comments about us. You know you do!)

Of course, cost is a big question. When I was studying for my TEFL, we were taught that as a general rule, the better the test at truly measuring the student's real ability, the more difficult (+ therefore costly) it is to administer. Therefore, cheap test = misleading results. Unfortunately, a lot of the misleading tests are also expensive. Where does that leave us?

This is very interesting! I'd love to know why you think the TOEFL is such a lousy test. What about the Cambridge profiency test?

These tests are sometimes quite puzzling even for an English speaker. I believe the very purpose of these tests is sometimes forgotten. Isn't communicating the real goal? These tests are so academic sometimes. Also i have discovered that people getting good scores aren't necessarily able to speak in an articulate way in English.

Everything you say is true.... However, if the TOEFL wasn't such a lousy test the results might be different. Perhaps students in France should be tested more with the TOEIC, or, much better, the BULATS....

Last year, president Sarkozy announced that he wanted France to become bilingual.

Unfortunately, results of the 2008 TOEFL test show France to be as far away as ever from reaching this goal.

According to an article in Le Monde entitled "Les �tudiants fran�ais toujours aussi nuls en anglais", the 2008 TOEFL ranks France 69th out of 109 countries.

In Europe, French students ranked 25th. Only Cyprus, Monaco and Italy managed worse results in oral expression.

These poor results confirm the situation described in the 2002 European Assessment of English skills in which France ranked last.

Hi Laurel,

I'm glad you're part of this 'hub', and I actually saw you talking at a debate organised for TESOL France last year, which I found very interesting. I will check out your article in more detail when I get back from Spain.

I'm writing in English as I get the feeling that that is what people in this hub want: normal, reasonably clear English about interesting topics. The teaching of English in France is certainly an interesting topic and I've been doing so for over 15 years now, so feel pretty involved in one way or another.

I run a month-long TEFL Certificate course close to Paris for new teachers, many of whom end up getting jobs teaching adults in Paris and France, and I'm sure they will still come up against what I've been hearing for years: that the French national educaion system just isn't that good, even if I know of a few teachers who do their very best to make their lessons interactive and dynamic.

One of the biggest problems, as you know, is that the French don't equate interaction or dynamism with effective learning, while on any typical TEFL Certificate course we try our best to hammer home the idea that it really is!

My philosophy is to make things as interesting as possible in the language class or learning situation, based as much as possible on real-life English, and keeping things short and snappy to try and allow people to justify fitting in some studying in their busy lives!

Your english can't be too bad, or there wouldn't be any in your message!

Le tout est de savoir si vous souhaitez travailler � long ou � court terme.. et de combien de temps vous disposez. Avez-vous cherch� des clubs de conversation vers chez vous? Il y forc�ment des anglophones qui y trainent, vu la r�gion.

Sinon, avez-vous pens� � une solution formation � distance? De nos jours on conjuge facilement t�l�phone et internet pour mille fois plus de r�activit�, et les r�sultats sont toujours au rendez vous.

Geoff a raison en ce qui concerne le texte de loi, il me semble. Par contre, en droit am�ricain il existe le terme 'reckless endangerment' qui est peut-�tre � creuser avec des juristes.

Personnellement, je taperais dans quelque chose du style 'culpable neglect in failing to report known or suspected child cruelty' ce qui dit bien ce qu'il faut en y mettant les formes.

Sans doute la traduction ne vous int�resse pas tellement. Je suis ex-famille d'accueil ASE, et je ne manquerai pas d'aller voir le hub.
