I am a PhD student working on a project of urban water management. My project consists of establishing a relationship between the different kind of development that can take place on an area and the adapted solutions concerning drainage of storm water that can be put into place.

To this end, I am trying to understand how the expectations of the planners in terms of density, building heights, car park policy, open space policy and other policies usually specified in development plans or city plans are meet by developers and architects.

The mains questions related to this matter are as follow:

• How much flexibility the developers have to meet the expectations of planners? How can this flexibility be exploited to create different kind of developments?
