Dans le cadre de sa politique de désengagement du secteur de la production agricole, l'Etat marocain offre l'opportunité au secteur privé national ou étranger d'assurer la gestion du patrimoine foncier agricole relevant du Domaine Privé de l'Etat et lui assurer une meilleure valorisation.
Dans une première tranche, un appel d’offres international a été lancé et a abouti à la mise à la disposition des investisseurs privés nationaux et étrangers, d’un patrimoine de 41 837 ha.

Le bilan de la première tranche de cette opération a été concluant à tous les niveaux à savoir l’investissement, l’équipement, l’emploi, la production et l’exportation; ce qui a incité l’Etat à déclencher la deuxième tranche du partenariat.
