I have worked within SUEZ Group for more than nine years. My background in general engineering made me move to various management and finance positions for Suez with strong international/multicultural exposure in South Korea, Singapore, Vietnam, Canada, Mexico, Spain and Australia.
I have a Strong experience in project management for large and complex projects with a specialization for Public Private Partnership and Project Finance.
My areas of expertise cover technical, legal, financial, commercial, strategic and risks assessment aspects.
I have good track records for multicultural team management based on capabilities such as leadership, strategic thinking and a best use of resources.
Today I am Senior Finance Manager at VINCI Concessions leading a pool of finance managers to develop projects internationnaly.

Senior Finance Manager
As Project Finance Manager for International Projects, I manage the structured finance activity on all greenfield projects supervising a pool of Project Finance Managers with a current portfolio of 10 large projects representing 10 billions euros.

As Senior Manager of the Structured Finance Department in with the developers and the legal department, I structure and develop financial and contractual proposals and analyse financial options and strategies. Being the entry point of all financing institutions I select and monitor the financial advisors, I negotiate and structure the lenders’ offers. In addition also have to report on risk analysis and financial contribution of the projects to Vinci financial accounts.

> Coentunnel (Amsterdam, Netherlands), road/tunnel PPP 600 M€, 30 years, I am leading the Finance Team, for a debt deal including EIB, preferred bidder and closing expected early 2008.
> Pafos Polis (Cyprus), road PPP 300 M€, 30 years, I am leading the Finance Team, for a debt deal including EIB, preferred bidder expected end 2007.
> Oosterweel (Antwerp, Belgium), road/bridge PPP 2600 M€, 35 years, I am leading the Finance Team, for a wrapped/unwrapped debt deal, preferred bidder and closing expected mid 2008.
> M6 II (Hungary), road PPP 1100 M€, 30 years, I was leading the Finance Team, for a wrapped/unwrapped debt deal, project lost.
> Financial expertise provided also for other greenfield projects or existing assets (Monaco, Jamaica, Stade de France)

2005 - 2006 : AUSTRALIAN WATER SERVICES (DEGREMONT Group)

Risk / Business Development Manager
Sydney based, with two specific assignments:
> To develop the 5 years Business Plan of Degrémont in Australia after the integration of Australian Water Services (Turn Over 36 M€) in Degrémont Group. Day to day management of the development and structuring of new projects,
> Renegotiation (risk allocation and tariff) and Refinancing of Prospect Water contract for a 25 years PPP in its year 10th of operation. (150 M€ CAPEX + 25 M€/year O&M),

2003 - 2005 : DEGREMONT (SUEZ Group)

PPP Development Manager / Task Force
In charge of prospects for the BOT Development Team:
> Project Manager for the Hydrologic Plan in Spain (1 billion € program with more than 15 desalination plants),
> Project Manager for Project located in Sydney, drinking water with reverse osmosis desalination process 125,000 to 500,000 m3/day, Alliance/DBO/BOT for 1 Billion € on a 20 years concession basis, local partnership. The Client postponed the project sine die (early 2006).
> Risk analysis and contract negotiations, Suez committee reporting for the Perth Desalination DBO Project (170 M€ EPC + 15M€/year O&M),
> Submission of a BOT proposal for a desalination plant in Mexico,
> Restructuring, coordination and reporting for the financial close of San Luis Potosi BOT (Mexico), 70 M€,
> Adaptation of the SUEZ water BOT business model (partnership, criteria, priorities),
> Identification and validation of the new targets (Taiwan, Spain, Italy, Northern Ireland)
> Restructuring of BOT portfolio: refinancing, sale of shares and termination of contracts.

Task Force missions (Audit, Structuring, Reporting to the shareholder Suez on high profile projects):
> Reporting and restructuring of Halifax DBO (Canada),
> Internal Auditor missions for risk profile on various project,
> Acquisition Audit for various equipment manufacturer,
> Preparation of a litigation on an EPC contract (100M£,UK)
> Audit of Degrémont Group G&A cost structure (trends, indicators, solutions)

2000 - 2003 : SUEZ ENVIRONMENT (SUEZ Group)

PPP Project Developer
Project located in Singapore, drinking water with reverse osmosis desalination process 136,000 m3/day, non-recourse financing for 150 MUS$ on a 20 years concession basis, local partnership.
Project Management including:
> Day to day management of the partnership (budget, mandates, …)
> Strategy for proposal submission,
> Setting up of the technical/economical/legal proposal,
> Financial modelling,
> Negotiation of underwriting documentation, construction and operation sub-contracts, insurance package, energy supply agreements, environmental permitting,
> Relation with the Client,
> Risks analysis, drafting and negotiation of all contracts
> Successful Bidder in a high level competition, negotiations for contract and signing,
> Internal reporting SUEZ ENVIRONNEMENT / SUEZ,
Project awarded « Deal of the year – Asia » by Euromoney ProjectFinance, March 2004.

Projects located in South Korea (Namyangju, Busan, Pyungtaek, Yangju).
Waste water around 100,000 m3/d each, non-recourse financing for about 100 MUS$ each, local partnership (HANWHA / SAMSUNG).
> Similar tasks achieved as described previously.

Project located in Kuwait, Waste water and Re-use 300,000 m3/day, non recourse financing for about 200 MUS$, local partnership.
> Project Management including coordination for cost optimisation, modelling, and risk analysis.

1998 - 2000 : SAFEGE Consulting Engineers (SUEZ Group)
