Barrie Williams - brief professional history

Bruxelles, Belgium

John Barrie Williams

  English   |   French
I am a British citizen, and from January 2007 have been working in the position of Agriculture Specialist at the USDA Foreign Agriculture Service in Brussels advising on issues including the EU Common Agricultural Policy, biotechnology, EU budgetary affairs, World Trade Organization and EU policy relating to arable products.

Prior to this, I undertook consultancy on a private basis. During this period, I completed inter alia a project concerning current and potential EU traceability legislation for certain food and non-food products for the World Wildlife Fund, and worked as Brussels Programme Director for another of my clients, the Educational Programmes Abroad organisation (organisation arranging study abroad and internships with the EU institutions, business associations and international companies for US universities).

Before this, I held the position of Director, External Affairs (public affairs and communications) for the International Federation of Animal Health - Europe (business association representing animal pharmaceutical products) in Brussels, a post that I took up on 1 September 2003. My duties with the Federation included leading the External Affairs Department and having responsibility for two of the Federation's three major strategic priorities, namely animal pharmaceutical products in the food chain and image management of the industry. Prior to this, I worked as Adviser - International Government Affairs, Europe for the Cereol company (international agri-food and biodiesel business) in Paris for five years. As well as representing Cereol on its agri-food issues at its business association and directly at the EU institutions, part of my responsibilities with Cereol involved promoting an appropriate legislative framework and political climate for the biodiesel industry in Europe through assuming the role of Secretary General of the European Biodiesel Board, a business association that I was instrumental in developing and expanding. Before joining Cereol, I spent ten years in DG Agriculture of the European Commission in Brussels where I held various posts in agricultural market policy, my last post there being responsible for the inception and development of the 'non-food' set-aside scheme within the framework of the 1992 reform of the Common Agricultural Policy. I was with the UK Ministry of Agriculture, Fisheries and Food in Whitehall prior to my engagement with the Commission, during which time I held posts in the International Economics Division and the Private Office of the Minister of State (House of Lords).
