The Association of the Local Democracy Agencies (ALDA) is a European non-governmental organisation supporting active citizenship and participatory democracy in all areas of local governance. What began in 1999 as a small initiative of the Council of Europe's Congress of Local and Regional Authorities to coordinate a network of Local Democracy Agencies (LDAs) already in existence since 1993, grew into one of the major European stakeholders dealing with citizens' participation and human rights at the local, regional or European level. ALDA's main partners and members include local and regional authorities, civil society organisations, and universities. In addition, ALDA continues to entertain close relationship with its founder, the Council of Europe, while at the same time co-operating with other international organisations such as the UN, the OSCE and most of all with the European Commission of whose working group on active citizenship it is a member. Different pillars of activities were rapidly added to ALDA's mission which nowadays not only entails the field work in South East Europe and the Caucasus through the network of 11 LDAs, but which also encompasses European pilot projects on active citizenship with its members and partners as well as technical assistance and trainings. ALDA's headquarters are based in Strasbourg (France), but there is also a branch office in Vicenza (Italy) and a Liaison Office in Brussels to guarantee close contact with the international partners.

Local Democracy Agencies (LDAs) and the Association of LDAs are instruments at the disposal of local and regional authorities and civil society organizations that contribute, as effectively as possible, to the local development in South East Europe and the Caucasus.

The network of the Local Democracy Agencies is dedicated to :
- promote practical initiatives to consolidate democracy at local level
- foster institution building at local level through exchange of know-how and training of local elected representatives and administrators
- develop a Europe-wide network of citizens committed to respect for human and minority rights
- foster the development of a civil society in which all sections of the community participate.
- promote intercultural dialogue
- promote the respect of human rights
