Managing the cost base and the sourcing of a company is a must in an environment where competitiveness is a daily concern the decision of creating the procurement fonction or to hire a new procurement manager to support the development is important.

Throughout my professional experience, I had to face numerous challenges in the procurement area for facilities; times and material and fixed price services for example. I can attest now that it has to be done with the support of every department of the company to have sound results.

The procurement function need to constantly evolve as the business enviromnent and the technologies are continuously changing.

The stakes of competitiveness will partially depend on the choice of the person you will hire to hold the position and I propose to put my experience and my enthousiasm to the succes of your challenges.

2005 - 2007 : Unisys France

France Procurement Manager
Take over of all the purchasings for the French subsidiairy including the business related ones for an amount of circa 45M€.
Reorganisation of the activity in line with the new cost reduction plan for facilities related purchasings, major targeted expenses being car fleet, premises and telephon expenses.
Management and negotiation of frame agreements with headhunting companies for a new Unisys branch (UTS) to cope with increasing business.
Management of a buyer and setup of an evolution plan for the department to cope with the planned turnover increase (target to be 500M€ in the short run) Conception and put in place of a national external PC maintenance field operation capability including an incentive scheme for technicians to increase productivity 2m€ savings should result from this initiative in 2007 and over 700k€ for 2006.

Nordic Countries Procurement Manager
In addition to the French role described below, within the European organization, managing every procurement aspects for Nordic cluster including Finland, Norway, Denmark and Sweden for a turnover around 30M€.
Definition of the procurement policy with the Managing Director for the cluster with a special emphasis on the resale activity.
Putting in place the European procurement procedures.
Negotiation of the European agreements with a local application.
Deployment of the e-procurement tools.

Third Party Purchasing Manager
Within the head of the French procurement team, responsible for Purchasing equipments and services to be resold with strong objectives of costs reduction, quality and competitiveness increase for the offers for a turnover of 30M€.
Main objective to increase the implication of the Purchasing Department in every major bids and projects.
Put in place of policies and processes for purchasing intellectual services and put in place of a software to manage that type of expenses.
Strong implication on " back to back " contractual aspects with the legal department.
Work within international environnement mainly with England and the United States.

1993 - 2000 : CEGETEL Entreprises & BT France

Bid Manager/projects Manager (Cegetel)
Once the RSS project won in december 1998, in charge of setting up developing and following relationship with Healthcare software application partners, managing contractual aspects in line with the customer contract.
Specific project such as linking the DOM territories to the RSS network, responding to the RFP “intranet Grand Est”, distributing the API of the RSS connexion kit and many other minor projects.

In the “Special Projects” Department, in charge of collecting on time the necessary information from every department involved in the bid.
Organisation and management of 20 people taskforce including consultants.
Bids; telecom outsourcing for Rhône Poulenc (45M€) Intranet for the « Collectivites Locales » (30M€), Social Security Intranet (Reseau Sante Social 130M€)
Jul ‘96 - Jun ‘97 c Procurement and Facilities Manager (BT France)

Still in BT France take over of the Facilities Department including 5 people and a yearly 7.5M€ turnover, renegotiation of every contract linked to the building management (security, switchboard, private telephony etc.)
- Assignment for creating a real Facilities Department and a team spirit, which did not exist up to now
- Management of one colloborator.
- Management of a department purchasing 9M€ per year of new equipment as well as part of the facilities.
- Same objectives as previously including the optimization of the purchasings which are not in the scope of the purchasing department such as BT leased car fleet, hotels, travels, GSM fleet etc.

Purchasing Manager
Managing a team of 3 people buying 3M€ per year of second use computer equipment in France and (35.000 parts - 120 suppliers).
- Price negotiation, time delivery and payment terms.

- Writing and implementation of the new procedures for the ISO 9001 certification.
- Working together with the Logistic Department to define the stock levels.
- Budget work out and management.
