Planned and executed a multi-agency nuclear submarine accident and radiation contamination exercise in Nov 07 (involving over 150 staff) that successfully met the stringent requirements of the HSE and NII. Executive Member of the Hampshire LRF and GOLD SCG deputising for the Chief Executive. Lead member of the Hampshire Pandemic Planning Group representing Southampton, Portsmouth and Isle of Wight Local Authority Chief Executives during the national pandemic exercise Winter Willow in 2007. Restructured, recruited and handed over to a new team under the Head of Community Safety, implementing my advice to the Executive. Created and implemented policies, strategies and improvement programmes that introduced and continuously improved corporate governance; particularly risk and insurance management. Created and implemented risk and insurance training for over 300 elected members and council officers across all services within 12 months. Recruited, trained and handed over to the Corporate Risk Manager Created and implemented corporate project, programme and portfolio management policies, strategies, training, handbooks, structures and performance management systems for the Council's £1Bn portfolio of 16 major capital projects.
