- Facilitation and development of requirement specifications and tender documentation needed to procure design, implementation and support contractors for the Olympic Park security capital programme.

- Creation of the void screening and certification strategy for the Olympic Park and Offsite Logistics Centres.

- Audit and review of existing business continuity and resilience plans across all clinical and provider services for a city Primary Care Trust.

- Audit and Support to multiple Public Health Programmes aimed at improving health and reducing health inequalities related to cardio-vascular disease, smoking, alcohol, obesity and sexually transmitted infections.

- Programme and project management support including programme manager search and selection.

Created policies, strategies, multi-agency plans, structures, systems and processes for the effective delivery of Portsmouth City Council's Civil Protection responsibilities (population 200,000) including recruitment, training and selection of the emergency response, business continuity and recovery teams then implementation of an organisation-wide business continuity management programme across over 30 services. Planned and executed a multi-agency nuclear submarine accident and radiation contamination exercise in Nov 07 (involving over 150 staff) that successfully met the stringent requirements of the HSE and NII. Executive Member of the Hampshire LRF and GOLD SCG deputising for the Chief Executive. Lead member of the Hampshire Pandemic Planning Group representing Southampton, Portsmouth and Isle of Wight Local Authority Chief Executives during the national pandemic exercise Winter Willow in 2007. Restructured, recruited and handed over to a new team under the Head of Community Safety, implementing my advice to the Executive.

Created and implemented policies, strategies and improvement programmes that introduced and continuously improved corporate governance; particularly risk and insurance management. Created and implemented risk and insurance training for over 300 elected members and council officers across all services within 12 months. Recruited, trained and handed over to the Corporate Risk Manager

Created and implemented corporate project, programme and portfolio management policies, strategies, training, handbooks, structures and performance management systems for the Council's £1Bn portfolio of 16 major capital projects. Trained and mentored over 500 programme and project managers, directors and SROs to build capability and capacity for change and improvement. Recruited, trained and handed over to a Corporate Programme Manager and virtual Project Support Office staff.
